A state audit shows Missouri taxpayers have paid an extra $80 million in recent years because of unwise bond sales. Auditor Claire McCaskill says local governments are issuing the bonds without competitive bids. She blames bond underwriters, who are frequently serving as financial advisors. McCaskill recommends that local officials use competition for their bond sales to save money. Missouri law requires bonds issued by the state to go to bid.
