St. Louis televangelist Larry Rice is imploring the legislature to appropriate money for winter utility payments before putting up money for new sports arenas. He is asking lawmakers to add $1 million dollars in state money to the federal funds used as emergency assistance for utility payments. Rice is also asking cities to give up their franchise fees, and sales taxes generated from home heating fuels, to help lower utility bills.
