A man is accused in Jefferson City of giving trick-or-treaters syringes and condoms. A charge of endangering the welfare of a child has been filed against Jonathan Asher. Parents of a couple of children went to police after finding syringes and condoms in the kids’ trick-or-treat bags. No one was hurt, although the mother of one of the children pricked her finger on one of the needles. They were all unused, insulin needles. The suspect defends himself saying he meant it as a joke.
