A retired Kansas City policeman who struck a prisoner while the officer was still on the force will not face criminal charges. The Clay County prosecutor says he won’t file charges. A videotape of the incident shows the officer was strapping the man into a restraint chair in a police van when the man spit on him. The officer hit the prisoner once before other officers stepped in. The policeman was suspended, then retired five days later. The prisoner was later convicted of assault and spent four days in jail.
