New ways to improve higher education without driving up college costs will be explored this week at a special conference in Columbia. The higher education department’s Dale Swoboda says that’s a tall order. He says Northwest Missouri State University’s Quality/Activity-Based Costing model shows it can be done. A special state commission last year studied affordability of higher education, and ways that affordability can be achieved. This conference is partly a continuation of that.
