Springfield representative Craig Hosmer says the legal blood alcohol content to prove drunkenness should be dropped from .10 to .08. He says it should be a big issue in the 2001 legislative session. Last year, the federal government forced Missouri to shift highway construction funding to highway safety funding because the state hasn’t lowered the intoxication level. This year, the shift totals $12 million dollars and could total $14 million next year.
