A Kansas hearing panel recommends the reinstatement of a teacher at the Kansas State School for the Deaf who was fired for his involvement in the accidental death of a student in Missouri. The decision released Thursday says the Kansas State school board didn’t have enough evidence in April to terminate Charles Marsh, Jr. Marsh was involved in a field trip in March when Justin Barnett, a student at the Olathe school, was struck and killed by a freight train near Hume, Missouri as he walked on the tracks.
