The state agency responsible for regulating utilities is taking a closer look at the water plant in St. Joseph. The Public Service Commission yesterday asked its staff to recommend by August 2nd whether or not it should investigate the Missouri-American Water plant. The move comes after months of complaints that the new $72 million dollar plant is making smelly, oily water. Missouri-American is already locked in a separate battle over a disputed 50% rate increase to pay for the plant. That decision is expected this fall.
