An interim superintendent is taking over the struggling Francis Howell School District. The school board promoted Dr. Dan O’Donnell this week after losing three top officials in 9 months. The former schools chief in the St. Charles County district, Dan Brown, resigned last month. Another superintendent quit last September and a former finance director left in January. The district has been swamped with financial problems. Francis Howell overran its budget three years in a row and repaid the state more than $3 million dollars for inflated attendance figures.
