Embargoes of food and medicine prompted by policy disputes would be harder for a President to use under a proposal approved by House negotiators in Washington. Senator John Ashcroft succeeded in pushing the legislation through the Senate earlier this year and calls the House agreement a breakthrough. The proposal would require a president to get Congressional approval before imposing a unilateral food and medicine embargo against a country.
