Retiring education commissioner Bob Bartman has presided over big changes in Missouri education in the last decade. And he’s leaving after this week. Bartman says the key education change during his tenure came with passage in 1993 of the Outstanding Schools Act. It puts more emphasis on achievement and makes districts accountable for the education their students get.
