The 116th birthday of Harry Truman marks the start of a 17-million-dollar makeover of the Truman Presidential Library in Independence. Ground breaking will be tonight. Some public museum areas will be closed for a while, starting September first. Leaders of the effort say it will enhance the educational opportunities of the library, which Truman established as a place to learn about the presidency.
