Damage is heavy in Franklin and Jefferson counties after heavy rains and flash floods. In Franklin County, it’s estimated 250 to 300 properties, including houses, businesses and mobile homes, have been damaged or destroyed. The sewage treatment plant in St. Clair is reported to have incurred heavy damage. Some roads have been washed out. Governor Carnahan has declared a flood emergency in the area and has called out the National Guard.
