Head Start Setback in St. Louis

The agency that runs St. Louis’ 63 head start programs is pulling out. A federal spokesman says the St. Louis Human Development Corporation never has reached all 25-hundred children supposed to be in the program. A new organization will be ready to take over when the HDC pulls out of its contract next month.
