Sheriff candidate Edward Joseph Manley the third has been kicked off the primary election ballot in Jefferson County because he has a criminal record. State law keeps convicted felons from holding public office. Manley was convicted 20 years ago of assault with intent to kill. Manley says he’s being punished a second time for something he’s already paid for.
