Former Chief cornerback Dale Carter will miss the entire 2000 season for violating the NFL’s substance abuse policy. Carter, now with the Broncos, did not test positive, but did miss two tests earlier this year. The NFL considers a missed test to be a failed test. Carter will lose 3.5-million dollars in salary, and may have to return part of his signing bonus to the Broncos. He played with the Chiefs until last season.
