A judge in Greene County has released a sex offender from custody although the state was trying to hold him indefinitely. The man, Cecil Manning, had finished his prison term. The state, using a law passed last year, wanted him transferred to a state mental hospital where he would be held indefinitely, despite completion of the term. The judge says the Attorney General didn’t make a good enough case. The Attorney General will appeal.
