The state clean water commission has called a two-year moratorium on issuing new storm water permits for chip mills. Environmental groups have been trying to block development of the chip mills. The Missouri Coalition for the Environment says the moratorium will provide time for a study of the impact of chip mills on Ozark rivers, streams and forests. Chip mills grind up trees. The chips are used to make paper pulp. Missouri has two of them now.
