Whether a proposed pilot project actually will stop abandoned property from becoming the next crack house or will infringe on property rights becomes a matter of debate in the House. It’s only one part of a big bill, but it spawned quite a discussion between sponsor Henry Rizzo of Kansas City and Representative Don Logrosso of neighboring Blue Springs. Logrosso objects to an experiment proposed for Kansas City and St. Louis to register all landlords who lease five or more properties. Rizzo rejects the argument from Logrosso that only limited liability companies be forced to register, exempting those with small holdings. The House exempts only those who own fewer than five units.
