The poor farm economy is being blamed for a delay in a second vote on merging two major farm cooperatives. Farmland Industries, based in Kansas City, is trying to absorb Cenex Harvest States. Farmland is the nation’s biggest farm cooperative. Cenex is number two. Last November, Farmland members approved the merger, but Cenex members came up short of the two-thirds approval needed from that side.
