Two Kansas City businesses are charged with sending out phony telephone bills designed to look like Southwestern Bell’s bills. The Attorney General says the bills were for services not authorized or received by the consumers. The state is asking a court to order two companies to stop the practice and to give money back to people who paid the bills. The state also wants the companies to pay penalties.
