Four agencies in the Hannibal area hope to get guns off the street with a buy-out program. The buy-out begins April first. It’s being financed by the Hannibal Housing Authority, the police and sheriff’s department and the Northeast Missouri Narcotics Task Force. About ten-thousand dollars is available. It’s hoped the effort takes about 200 guns out of circulation.
