Kinloch Sues St. Louis The suburban city of Kinloch charges the city of st. Louis has not honored a settlement of a 19-95 lawsuit over expansion of Lambert-St. Louis airport. Under the settlement, the City of St.Louis was allowed to buy homes of Kinloch residents within a certain area, for noise abatement purposes. But now Kinloch says the St.Louis is buying homes outside that area. Kinloch has lost about 75 percent of its population because of the buyout program.
