Missouri’s newest state senator probably will be sworn in tomorrow. State Representative Paula Carter of St. Louis got about 83 percent of the vote in her special election to replace Senator Jet Banks, who resigned after pleading guilty to a tax charge. She’s been in the house since 19-87.
