Senate committee considers pros and cons of Fair Tax proposal

The State Senate Governmental Accountability and Fiscal Oversight Committee is considering this year’s version of legislation that aims to replace the state income tax with an expanded sales tax. If approved by the General Assembly, SJR 29 and SJR 37 - rolled into a single joint resolution – would ask voters to change the Missouri Constitution to institute a version of the so-called Fair Tax.

Senate committee considers constitutional proposal on health care reform

The Senate Committee on Governmental Accountability and Fiscal Oversight is considering a proposal that would ask Missourians to vote on a constitutional amendment guaranteeing freedom of choice in health care. Senator Jane Cunningham (R-Chesterfield) sponsors SJR 25 - the Health Care Freedom Act – which aims to preserve and protect the rights of Missourians to make medical and insurance choices without federal government requirements.

“No person, employer, or health care provider shall be compelled to participate in a health care system ordered by the government,” said Cunningham as she presented her legislation to the committee. “It would protect the rights of Missourians to pay directly for medical services without fines or imprisonment to the individuals or employers.”

Committee looks for accountability in tax credit programs

The General Assembly’s Joint Committee on Tax Policy is considering a series of recommendations regarding Missouri’s tax credit programs. But it looks as though it’s going to be a while before those proposals are drawn up and agreed to.

What is known is that there are 54 active tax credit programs in existence that offered $627 million in the 2009 fiscal year. In addition there were 132 tax exemptions. What is not known is the effectiveness of these tax credit programs. And legislators want to take a look at these programs to make sure Missouri is benefitting from them. [Read more...]

Gaming Commission votes to revoke license of President Casino

The Missouri Gaming Commission has voted to revoke Pinnacle Entertainment’s gaming license for the President Casino on the Mississippi River at St. Louis. The President, which sits on the old Admiral riverboat, has – according to state gaming officials – fallen into disrepair and is underperforming.

Laying out the case for license withdrawal, Commission Executive Gene McNary told the panel the President Casino has no only fallen into disrepair but is underperforming. [Read more...]

Legislative education panel briefed on study of charter schools

The Legislature’s Joint House-Senate Committee on Education has been presented with the findings of research on the performance of charter schools in Kansas City and St. Louis. Test Scores from students attending 19 schools in Kansas City and 13 in St. Louis were compared to scores from students in regular schools in those cities and with scores from across the state.

“It [the requirement] asked for a comparison of how these schools are doing relative to the St. Louis and Kansas City public schools as well as to the state,” said Stacey Pries, Executive Director of the Committee. “That was specifically mentioned in the statutes. So, that’s just what we wanted to do is give the committee a picture of what the charter school performance looks like.” [Read more...]
