When you ignore a issue for a long time and then finally address the problem, one tends to overreact. That is the case with the NFL when it comes to what is and isn’t a legal hit. The NFL’s offices are so paranoid about concussions, head injuries and lawsuits, that they are misusing their own created rules, making it near impossible for defenders to make a tackle without fear of drawing a penalty or fine.
