Springfield’s city council has vetoed the city ordinance that citizens put on the books through petitions.

The council has voted 7-2 to repeal an ordinance decriminalizing possession of small amounts of marijuana.

The petition campaign was led by the Springfield chapter of the National Organization for the Reform of Marijuana Laws. An organization spokesman says the council has violated the intent of the city charter — which lets citizens propose ordinances the council has to accept or put to a citywide vote.
