St. Louis police have arrested two people in the thefts of trash bin-hooks that had been disappearing and, authorities believed, were being sold for scrap. A 19-year-old woman and a 36-year-old man were caught with three dozen hooks off of city dumpsters. Around 1,100 of the hooks have been stolen this year, up from 100 in an average year. The hooks weigh about 22 pounds each and are worth about two dollars apiece at scrapyards. So far the City has been able to replace stolen hooks with those off of old bins no longer in service, but the labor involved has still cost about $50 each to replace them.
