City officials in St. Louis would not reveal it.  The St. Louis Rams would not reveal it.  But Attorney General Chris Koster has used the state open records law to make public the things the St. Louis Rams want the city to do to upgrade the domed stadium where they play.  The Price tag:  $700-million, almost six times the city’s $124 million proposal.  The Rams have not said how much they would pay and how much they would expect the city to pay.The Rams lease says the team can leave town if its stadium is not one of the top tier stadiums in the country.
