Thirteen people in Jefferson County want to be a town and they’re trying to be one for the third time. All of the people in an area that want to be called Old Town Byrnesville have filed a petition with the county council to incorporate. The thirteen people represent all of the taxable inhabitants of the community. If the commission lets them incorporate, more than one-third of them would govern the place. A five member village board would take over. This is the third time the group has petitioned for organization. They have failed twice before and have lost a lawsuit
