Joplin police say a man charged with manslaughter after a fatal accident earlier this week was seen hitchhiking away from the scene an hour before police learned of the crash. Court records say Justin Carpenter later admitted he was drunk and under the influence of drugs. Carpenter’s car had crashed into a field. One passenger was killed and another one was taken to a hospital but later released.
