A man who served three governors as chairman of the Governor’s Council on Disability has died at the age of 72.

Jim Tuscher of St. Louis was a field leader in the 1980s advocating for passage of the Americans with Disabilities Act and attended the White House ceremony when the law was signed in 1990.  He became a paraplegic in his mid ’20s because of a spinal tumor.
