St. Charles has failed, so far, with its ordinance intended to keep demonstrators from the Westboro Baptist Church from demonstrating at military funerals. A judge has ordered the city not to enforce the ordinance passed last month. The ordinance bans protests within 300 feet of a funeral. The church says ordinances like the one in St. Charles violate its First Amendments rights.
