Smoking bans have failed to go into effect in two cities.

In Springfield, the city council has tabled a proposed ordinance. The council also has tabled an ordinance forbidding movie theatres from selling alcohol. Both issues go to the city ballot in April.

The Cape Girardeau City council has refused to put a smoking ban on the city ballot. The proposal has come up one vote short. The petition drive that put the issue in front of the council says the ban will be voted on citywide if the council refuses to submit it to the ballot. City officials say the election date is uncertain because the petition seems to conflict with city charter provisions.
