The United States Department of Agriculture has declared 28 counties hit by drought last summer to be disaster areas. The declaration means farmers can get emergency federal loans to offset their crop losses.
All 28 counties are in southern Missouri. One north Missouri county, Shelby, has been declared a disaster area because of heavy rainfall, high winds, and flash flooding in the spring.
