The one-vote loser in a Kansas City primary election race for a House of Representative seat wants a special court master appointed to look into possible vote fraud during the election. William Royster has lost his civil suit seeking a new election. The state appeals court says Royster is not entitled to a second recount.

Royster says a contributor to the campaign of opponent Joseph Rizzo lived outside the district but used a district address and voted. But the court says there’s no credible evidence that any non-registered voters took part in the election.
