The state auditor says the state unemployment compensation trust fund is short $10 million a year in contributions because the state does not hold companies accountable for some of their hiring practices.

The audit says companies are avoiding making payments by hiring workers as contractors instead of as employees. The audit also says the practice allows employers to avoid making more than $21 million in payments to the state fund that provides payments to workers hurt on the job.
