Governor Nixon thinks Proposition A is a bad idea. The proposal on the November ballot would call for a vote in St. Louis and Kansas City on the earnings tax. It also would prohibit cities outside of St. Louis and Kansas City from ever asking voters to approve an earnings tax.
Nixon says the state should not be limiting the options communities have to raise money for services.
Even if St. Louis and Kansas City voters approve the earnings tax, the issue would come before voters every five years.
