The city manager of Kansas City calls for drastic measures to deal with a projected $85 million dollar shortfall. City Manager Wayne Cauthen proposes cutting 400 jobs from the city payroll, cutting back on zoo funding, scaling back curbside recycling and increasing property taxes and water rates. Cauthen, in a letter to the mayor and city council, says the city faces "some difficult options".
