On autopsy will be performed Thursday afternoon on a Moberly man who died after officers tazed him twice during a traffic stop. Officials declared Stanley James William Harlan, 23, dead at 2:10 this morning at Moberly Regional Medical Center.  

Around 12:30 a.m., Thursday, Moberly officers pulled over and arrested Harlan for driving while intoxicated.  When officers handcuffed Harlan, he resisted.  Officer then tazed him and told Harlan to move his arms from under his body. He refused and officers tazed him again, he complied and they handcuffed him.

A few minutes later, Harlan became unresponsive and police requested emergency medical assistance.  But he quit breathing before the ambulance arrived and officers initiated rescue breathing. Paramedics arrived and took Harlan to MRMC, where officials later pronounced him dead. 

The Moberly Police Department has asked the Missouri State Highway Patrol’s Division of Drug and Crime Control to investigate the incident.
