As Brent Martin reported this week, House Speaker Pro Tem Bryan Pratt (R-Blue Springs) presided over debate on a resolution that would prohibit state courts from raising taxes. Pratt allowed only Republicans to debate the resolution, only waiting a fraction over a second to give a Republican the opportunity to close the debate, a classic case of “insider baseball.” Brent Martin and Bob Priddy explain the politics behind this move, and give insight to a proposed plan to rate early childhood education centers.
