A House committee considering HB 718 that would require comprehensive vision examinations for public school students enrolled in kindergarten or first grade hears testimony from a State Supreme Court Judge. Judge Richard Teitelman , who is legally blind, says no one knew he had a vision problem until he started attending school and received poor grades due to his vision problems.
Teitelman says it was when he brought home a bad report card that his mother remembered a relative with poor vision, and took young Richard to get his eyes tested.
Problems were detected. And, while doctors could not cure his vision problems, Teitelman was given glasses that helped a great deal. He says his vision abnormalities would not have been detected without a test, and says many young people of today are in the same position he was in back in the early 1950s.
