Michael J. Devlin has been charged in Washington County with kidnapping and armed criminal action. The new charges read were in the kidnapping case of Shawn Hornbeck, who is from Richwoods, Missouri in Washington County. Hornbeck, was missing for nearly five years was found on January 12, 2007 with Franklin County 13-year-old Ben Ownby. Bond in Washington County has been set at $3 million.
