A study by the Show-Me Institute, a public policy research organization, describes ways that Missouri can eliminate its state income tax by restructuring tax policy. Co-author Stephen Moore says this could be done, by 2020, without making cuts to state programs. Moore contends income taxes drive away investment and jobs, thus holding back economic growth in Missouri. Moore, the senior economics writer for the Wall Street Journal, insists eliminating the state income tax would give Missouri a tax advantage over other states and would attract new residents and investment. Moore says the growth rate of state spending should be restricted to population and inflation, with the budget savings devoted to phasing out the income tax.
