A declaration of a state of emergency by Governor Blunt has activated state help for St. Louis, hit hard by freezing rain that turned off the power for tens of thousands of area residents. The National Guard has been mobilized with trucks, heavy equipment and generators arriving in the city. St. Louis County Executive Charles Dooley and St. Louis Mayor Francis Slay requested state help to assist families facing health, medical and safety needs, mainly due to lack of power. Guard members have been dispatched to Festus, Farmington and Desoto as well. State aid is being offered to communities requesting it. Local communities in need of state assistance are urged to contact the State Emergency Management Joint Operations Center.
