The United States Army Corps of Engineers is draining water out of three lakes in Kansas to keep enough water in the Missouri River for barges to operate. That water supplements releases from the big upstream dams, where water levels already are 30-feet below normal. One barge company says it has had to stop deliveries of liquid asphalt to the Kansas City area because the river is so low, forcing some road-building contractors to look for trucks to haul the products to keep construction on schedule.
