A new scholarship plan that has been linked to Governor Matt Blunt’s college capital improvement proposal has squeezed through the House to face an uncertain fate in the Senate. Sponsor Carl Bearden of St. Charles says a House-Senate negotiating team has made changes to the bill, but still keeps the focus on students. The bill would require the Legislature fund scholarship programs before giving state colleges funding increases. The House has approved the bill with one vote to spare. It now is being debated in the Senate. House leadership has said it won’t take up the Governor’s MOHELA plan unless the Senate approves the scholarship plan, known as Access Missouri.
