State Transportation Director Peter Rahn gives an optimistic speech in his State of Transportation address to a joint session of the Legislature. Rahn credits a big influx of money from Amendment 3 and the federal government. Rahn says now is the time for the Department of Transportation and legislators to begin discussing raising revenues. Rahn has given no suggestions as to what taxes or fees might be raised to replace the Amendment 3 money that expires in four years. He says the needs are great. As an example, he says rebuilding I-70 will cost more than $3.5-Billion and MoDOT does not have the money to pay for it.
