Governor Matt Blunt takes on an unreceptive audience as he pitches his 65 percent solution for education. In his speech to the Missouri School Boards Association, Blunt has acknowledged that many among the Association’s members are hostile to his proposal that the state mandate that 65 percent of a school district’s funding be spent on classroom instruction. Blunt has told the membership he’s willing to be flexible and understands many school districts provide a good education without reaching the 65 percent threshold. Still, the Association is unmoved. It will oppose the 65 percent proposal during the legislative session.
