A proposal to change how the state delivers services to the disabled has been rejected by a special commission reviewing state government, but the commission does want the current system to undergo further financial scrutiny. The State Government Review Commission has decided against shifting funding from the Centers for Independent Living to home-based services. It approved examing the services to determine if there can be administrative savings. Executive Director Nancy Murphy of the Delat Center for Independent Living in St. Charles says many of the disabled had concerns such a recommendation could force them into a more medical model. Murphy disputes the estimation that a move away from independent living centers would save the state $21-Million. Murphy says independent living centers should actually save the state money, and she welcomes further scrutiny to prove her point.
